O carte remarcabilă, care analizează trei "imperii digitale" ale economiei actuale axate pe tehnologie, precum şi efectele lor. Statele fac paşi concreți spre un consens global de a reglementa tehnologia, dar abordările lor sunt diferite. Prof. Anu Bradford analizează trei mari modele de reglementare ale tehnologiei: modelul american, tehno optimist, bazat pe mecanismele pieței, modelul chinez centrat pe stat, şi modelul eurpean, centrat pe drepturi.
Piața tehnologiei din SUA este bazată în principal pe autoreglementare din partea marilor companii. În China guvernul alocă resurse pentru ca țara să devină o superputere tehnologică, dar foloseşte tehnologia şi ca să supravegheze în masă populația, precum şi ca mijloc de cenzură şi de propagandă. Europenii, în lipsa unor mari jucători pe piața de tehnologie, nu au ales între cele două modele, ci au creat o abordare proprie, bazată pe drepturi, concretizată în mult discutatul Regulament privind Inteligența Artificială, precum şi într-o serie de reglementări mai puțin mediatizate (DSA, DMA, Data Act, Cybersecurity Act).
Concluziile cărții pot interesa pe oricine, dat fiind efectul extrateritorial al fiecărui model de guvernanță a tehnologiei descris . Modelul american are impact global prin prisma giganților din tehnologie, cel chinez are impact global prin faptul ca China furnizează infrastructură pe o bună parte a mapamondului, iar europenii îşi folosesc superputerea de a produce impact global prin reglementările pe care le adoptă şi modul în care le implementează, astfel cum au procedat cu efectul Buxelles al Regulamentului privind Protecția Datelor. Aceste efecte se suprapun, în diverse părți ale globului coexistă deja libertatea rețelor sociale, cu supravegherea infrastructurii pentru smart cities şi cu tendința de afirmare a drepturilor persoanelor vizate. Asistăm la o schimbare de paradigmă în modelul american, căci puterea giganților din tehnologie de a modela viețile persoanelor a ajuns la apogeu.
