Gatekeeper: The Making of a Prison Warden

Grounds, R. T. C.: - R.T.C. Grounds was originally appointed to the California Board of Parole Hearings as commissioner by Governor Brown on August 26, 2016, and he served there for over five years. He served as warden at the Correctional Training Facility (Soledad) from 2009 to 2012 and then as warden at Salinas Valley State Prison from 2012 to 2014. He initially started his employment with the California Department of Corrections and Rehabilitation in 1991. Prior to that time, he began his work in law enforcement with the El Dorado County Probation Department from 1979 to 1990, giving him a total of over forty years in law enforcement.
