The Harlequin of Pizza County

Embarrassed by the failure of law enforcement to capture the HARLEQUIN, THE GOVERNOR OF PENNSYLVANIA ORDERS THE FORMATION OF A TASKFORCE DEDICATED TO BRINGING THE HARLEQUIN TO JUSTICE. Is referring to the Harlequin as 'him' a presumption on their part? One thing is certain: the pursuit of the Harlequin will affect all the participants.
