Mapping the law between legislative gaps, normative excess, and new legal frontiers in the digital age. Proceedings of the international conference of law, european studies and international relations, 13th edition, Bucharest, may, 13-14, 2025

With extensive experience in organizing international scientific events, Titu Maiorescu University launched, in 2013, a new academic initiative through the organization of the International Conference on Law, European Studies and International Relations. From its very first editions, the conference brought together over 700 scientific papers authored by distinguished professors, researchers and doctoral candidates from Romania and abroad. Conducted in three languages - Romanian, English and French - the first ten editions benefited from the participation of more than 50 professors from universities in Spain, Italy, France, Israel, Poland, Bulgaria, Morocco, Germany and India.
 
From the outset, the conference has aimed to provide a platform for dialogue among members of the academic community, researchers, university professors, doctoral and master’s students, as well as practitioners of law and representatives of legal professions. It facilitates the exchange of ideas and the dissemination of research findings concerning a wide range of issues related to legislative reform in light of emerging national, European and international trends corresponding to each edition’s theme, while also addressing practical challenges and the solutions adopted in legal practice.
 
Although the purpose of regulation is to safeguard both public and private interests, excessive regulation or, conversely, legislative gaps may generate uncertainty, ambiguity and difficulties in the application of the law to concrete situations. In such cases, legal rules may become difficult to understand and apply not only for citizens and organizations, but also for public authorities.
 
In this context, the conference highlights the need to rethink law as an instrument of balance, capable of protecting individuals - including against risks generated by new technologies - while at the same time fostering technological progress. The rapid pace of technological development reveals the current insufficiency of legal frameworks governing areas such as data protection, artificial intelligence and digital rights, particularly in relation to emerging practical situations. Consequently, legal practitioners from all branches of law are invited to contribute to identifying the issues arising from legislative gaps or, conversely, from excessive regulation, as well as to shaping solutions that would enable national legislation to keep pace with technological change and allow law, as a system of rules, to evolve in response to these new realities.
 
In a world where legal systems increasingly interact and legal experience is subject to continuous transformation, our aim is to jointly analyze doctrinal foundations and to identify appropriate practical solutions. By bringing together ideas and creative energies, this conference contributes to a necessary and ongoing adaptation of law to the complexity of contemporary realities.
 
We firmly believe that this important scientific event stands among the most prestigious in the national legal calendar, with significant international resonance. It provides a valuable opportunity to address current legal issues of broad societal relevance, intersecting with economic, cultural and linguistic environments, while seeking to highlight new solutions and interpretations at the intersection of legislative tradition and modern values.
