By staging the event, the Guardians hope to prove the existence of powers that surpass psychic abilities, thereby destroying the identity of Academy City. With Gremlin's help, their scheme gets underway. Naturally, however, the Guardians' blatant power grab invites a reprisal from Academy City's higher-ups, who send three powerful agents to dismantle the tournament.
